Section 19 of the Toxic Substances Control Act ( 15 U.S.C. 2618 ) is amended— in subsection (a)— in paragraph (1)— in subparagraph (A), by striking section 4(a), 5(a)(2), 5(b)(4), 6(a), 6(e), or 8, or under title II or IV and inserting section 4(a), 5(d), 6(c), 6(d), 6(g), or 8, or title II or IV ; and in subparagraph (B), by striking an order issued under subparagraph
(A)or
(B)of section 6(b)(1) and inserting an order issued under this title ; and in paragraph (2), in the first sentence, by striking paragraph (1)(A) and inserting paragraph
(1); and by striking paragraph (3); and in subsection (c)(1)(B)— in clause (i)— by striking section 4(a), 5(b)(4), 6(a), or 6(e) and inserting section 4(a), 5(d), 6(d), or 6(g) ; and by striking evidence in the rulemaking record (as defined in subsection (a)(3)) taken as a whole; and inserting evidence (including any matter) in the rulemaking record, taken as a whole; and ; and by striking clauses
(ii)and
(iii)and the matter following clause
(iii)and inserting the following: the court may not review the contents and adequacy of any statement of basis and purpose required by section 553(c) of title 5, United States Code, to be incorporated in the rule, except as part of the rulemaking record, taken as a whole. .
