Section 15 of the Toxic Substances Control Act ( 15 U.S.C. 2614 ) is amended by striking paragraph

(1)and inserting the following: fail or refuse to comply with— any rule promulgated, consent agreement entered into, or order issued under section 4; any requirement under section 5 or 6; any rule promulgated, consent agreement entered into, or order issued under section 5 or 6; or any requirement of, or any rule promulgated or order issued pursuant to title II; .
