Section 1003(c) ( 20 U.S.C. 6303(c) ) is amended— in paragraph (2), by striking and after the semicolon; in paragraph (3), by striking the period at the end and inserting ; and ; and by adding at the end the following: with respect to the elementary schools served by the local educational agencies, demonstrate a commitment to long-term, high-quality, evidence-based strategies for school improvement through coordination with early childhood education programs and early childhood home visitation programs, as described in section 511 of the Social Security Act ( 42 U.S.C. 711 ). .
