In this Act: The terms Administrator and Administration mean the Administrator of General Services and the General Services Administration, respectively. The term Commissioner means the Commissioner of U.S. Customs and Border Protection. The term person means— an individual; or a corporation, partnership, trust, association, or any other public or private entity, including a State or local government. The term relevant committees of Congress means— the Committee on Environment and Public Works of the Senate ; the Committee on Finance of the Senate ; the Committee on Homeland Security and Governmental Affairs of the Senate ; the Committee on the Judiciary of the Senate ; the Committee on Homeland Security of the House of Representatives ; the Committee on the Judiciary of the House of Representatives ; and the Committee on Transportation and Infrastructure of the House of Representatives .
