It is the policy of the United States that— the pursuit of a calibrated engagement strategy is essential to support a peaceful, prosperous, and democratic Burma that respects the human rights of all its people regardless of ethnicity and religion; the guiding principles of such a strategy to support and complete the transition to democracy and genuine national reconciliation include— support for Burma’s political and economic reforms; the establishment of a fully democratic and representative political system based on free and fair elections; the promotion of genuine national reconciliation and conclusion of a credible and sustainable nationwide cease-fire agreement; building government transparency and accountability; the establishment of professional and nonpartisan military, security, and police forces that operate under civilian control; empowering local communities and civil society; promoting responsible international engagement; and strengthening respect for and protection of human rights and religious freedom; and adjustments to trade, economic sanctions, visa restrictions, and other limitations are essential elements of a calibrated engagement strategy as Burma continues to progress toward democratization, transparency, and genuine national reconciliation to both support and recognize the positive steps undertaken as of the date of the enactment of this Act and to incentivize further reform.
