In this section: The term CAC means the Chugach Alaska Corporation. The term CAC land means land conveyed to CAC pursuant to the Alaska Native Claims Settlement Act ( 43 U.S.C. 1601 et seq. ) under which— both the surface estate and the subsurface estate were conveyed to CAC; or the subsurface estate was conveyed to CAC; and the surface estate or a conservation easement in the surface estate was acquired by the State or by the United States as part of the Exxon Valdez Oil Spill Trust Council Habitat Protection and Acquisition Program.
Not later than 1 year after the date of enactment of this Act, the Secretary shall conduct a study to identify the impacts on the value of CAC land that resulted from changes in Federal law or Federal or State land acquisitions after December 1, 1980. The Secretary shall consult with the Secretary of Agriculture and CAC in conducting the study and preparing recommendations. The study shall include consideration of alternative forms of compensation that could be offered to CAC as consideration for the conveyance of the existing property rights of CAC in exchange for reasonable compensation.
The study shall consider the use and costs of potential forms of compensation, including— financial compensation; excess Federal land or property or bid credits; or the establishment of a conservation easement for land exchanges involving subsurface estate. The Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report containing the results of the study conducted under this section, including any other recommendations as to potential compensation, as identified by the Secretary.
