It is the sense of Congress that— the International Atomic Energy Agency must have sufficient funding, manpower, and authority to undertake its verification responsibilities; and the President should engage with international partners to ensure that the International Atomic Energy Agency is fully funded. Not later than January 10, 2017, and every 180 days thereafter, the President shall submit to the appropriate congressional committees a report outlining efforts with international partners to achieve the goal described in subsection
(a)and identifying impediments to achieving that goal. Not later than one year after the date of the enactment of this Act, and annually thereafter, the Comptroller General of the United States shall submit to the appropriate congressional committees a report assessing the capacity of the International Atomic Energy Agency to fulfill its verification responsibilities in Iran. Each report required by this section shall be submitted in unclassified form, but may include a classified annex.
