The Administrator of the United States Agency for International Development is authorized to support expanded Internet connectivity worldwide by— providing guidance to partner governments on establishing regulatory policies that facilitate expanded Internet connectivity; funding and implementing programs to expand Internet infrastructure, improve digital literacy, and other measures necessary to improve Internet connectivity and usage; and carrying out other activities as deemed necessary by the Administrator.
In addition to funds otherwise available for such purposes, there is authorized to be appropriated $1,000,000 in fiscal year 2017 to support USAID activities to promote universal Internet connectivity. The Administrator shall coordinate with the Secretary of State to ensure USAID’s activities to promote universal Internet connectivity are included in the report required under section 6(f).
