It is the sense of Congress that— not later than 30 days after the date of the enactment of this Act, the President should initiate negotiations with the United Kingdom with the goal of reaching a final comprehensive bilateral trade agreement by the date that is one year after such date of enactment; and the President should make every effort to negotiate such an agreement expeditiously. The expedited procedures provided for under section 151 of the Trade Act of 1974 ( 19 U.S.C. 2191 ) shall apply to a bill to implement a comprehensive bilateral trade agreement with the United Kingdom negotiated under subsection
(a)to the same extent as such procedures apply to an implementing bill under section 103(b)(3) of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 ( 19 U.S.C. 4202(b)(3) ). The President shall frequently update the Committee on Finance and the Committee on Foreign Relations of the Senate and the Committee on Ways and Means and the Committee on Foreign Affairs of the House of Representatives on the progress made in negotiating a comprehensive bilateral trade agreement with the United Kingdom under subsection (a).
