Section 35(b) of the Mineral Leasing Act ( 30 U.S.C. 191(b) ) is amended— by inserting through fiscal year 2026 after thereafter ; by striking In determining and inserting the following: In determining ; and by adding at the end the following: In determining the amount of payments to the States under this section, beginning in fiscal year 2027 and for each year thereafter, the amount of such payments— shall not be reduced by any administrative or other costs incurred by the United States, if the total amount of administrative or other costs incurred by the United States in an applicable fiscal year is less than $38,000,000; but shall be reduced by 2 percent to cover any administrative or other costs incurred by the United States in an applicable fiscal year that exceed $38,000,000, if the total amount of administrative or other costs incurred by the United States in an applicable fiscal year is at least $38,000,000. .
