A court reviewing an agency action relating to a forest management activity under this Act for a request for an order to enjoin the agency action shall, as part of the balancing of interests, balance— the short- and long-term impacts on each ecosystem likely to be affected by the forest management activity if the agency action is undertaken; against the short- and long-term impacts on each ecosystem likely to be affected by the forest management activity if the agency action is not undertaken.
