Section 11 of the Housing Opportunity Program Extension Act of 1996 ( 42 U.S.C. 12805 note) is amended by inserting after subsection

(f)the following: The Secretary may not require any dwelling developed using amounts from a grant made under this section to meet any energy efficiency standards other than the standards applicable at such time pursuant to section 109 of the Cranston-Gonzalez National Affordable Housing Act ( 42 U.S.C. 12709 ) to housing specified in subsection

(a)of such section. .
