Subject to subsection (c), the United States Government, through the Secretary of the Interior shall provide to the Government of Palau for fiscal year 2017 grants in amounts equal to the annual amounts specified in subsections (a), (c), and
(d)of section 211 of the Compact of Free Association between the Government of the United States of America and the Government of Palau ( 48 U.S.C. 1931 note) (referred to in this section as the Compact ). Subject to subsection (c), the United States shall provide programmatic assistance to the Republic of Palau for fiscal year 2017 in amounts equal to the amounts provided in subsections
(a)and (b)(1) of section 221 of the Compact. The grants and programmatic assistance provided under subsections
(a)and
(b)shall be provided to the same extent and in the same manner as the grants and assistance were provided in fiscal year 2009. If the Government of Palau withdraws more than $5,000,000 from the trust fund established under section 211(f) of the Compact, amounts to be provided under subsections
(a)and
(b)shall be withheld from the Government of Palau.
