In this Act: The term City means the city of Ontario, Oregon. The term County means Malheur County, Oregon. The term Secretary means the Secretary of the Interior. The term State means the State of Oregon. The term withdrawal area means the Southeastern Oregon Withdrawal Area established by section 102(a).
