The Comptroller General of the United States shall conduct a study of the different approaches and best practices used by States in carrying out this title. The material studied under paragraph
(1)shall be limited to the information provided by States in the reports made available under section 405(b). Not later than October 1 of the fourth fiscal year beginning after the date of enactment of this Act, the Comptroller General shall submit a report containing the results of the study conducted under subsection
(a)to— the Committee on Banking, Housing, and Urban Affairs of the Senate; the Committee on the Budget of the Senate; the Committee on Financial Services of the House of Representatives; and the Committee on the Budget of the House of Representatives.
