Not later than January 31, 2018, the State Elections Commission of Puerto Rico shall provide for a binding vote or series of votes as described in paragraph (2), in accordance with rules and regulations determined by the Commission, including qualifications for voter eligibility. Not later than 90 days after the date of enactment of this Act, the State Elections Commission of Puerto Rico shall promulgate regulations governing the provision by the State Elections Commission of a binding vote, or series of binding votes, regarding whether Puerto Rico should— be admitted as a State of the United States; become a sovereign nation; or continue the status quo as a commonwealth territory of the United States and simply reform the government of the Commonwealth.
The funds made available pursuant to Public Law 113–76 (128 Stat. 5) may be used to conduct the vote under this section.
