Out of funds of the Treasury not otherwise appropriated, there is appropriated to the Secretary of Transportation $450,000,000 for each of fiscal years 2017 through 2026 to carry out the Puerto Rico Highway Program under section 165(b) of title 23, United States Code. Section 165(a)(1) of title 23, United States Code, is amended by striking $158,000,000 and inserting $608,000,000 .
