The purposes of this title are— to expand and strengthen the cooperative voluntary efforts, including international efforts, of public and private stakeholders to protect and restore the Gulf of Mexico; and to coordinate Federal and State actions, including education, relating to the management of the Gulf of Mexico ecosystem with the cooperative voluntary efforts described in paragraph (1).
