The purposes of this Act are— to achieve a fair, equitable, and final settlement of claims to water rights in the State of Montana for— the Confederated Salish and Kootenai Tribes of the Flathead Indian Reservation; and the United States, for the benefit of the Tribes and allottees; to authorize, ratify, confirm, and provide funding for the Compact, to the extent that the Compact is consistent with this Act; to authorize and direct the Secretary of the Interior— to execute the Compact; and to take any other action necessary to carry out the Compact in accordance with this Act; and to authorize funds necessary for the implementation of the Compact and this Act.
