Section 2366b(a)(3) of title 10, United States Code, is amended— in subparagraph (B), by striking total resources available during the period covered by the future-years defense program submitted during the fiscal year in which the certification is made and inserting total resources available to the program ; and in subparagraph (D), by striking , through the period covered by the future-years defense program submitted during the fiscal year in which the certification is made, .
