Sec. 1412. Authority to dispose of certain materials from and to acquire additional materials for the National Defense Stockpile

Pursuant to section 5(b) of the Strategic and Critical Materials Stock Piling Act ( 50 U.S.C. 98d(b) ), the National Defense Stockpile Manager shall dispose of materials contained in the National Defense Stockpile and specified in paragraph
(2)so as to result in receipts to the United States in amounts equal to— $10,000,000 by the end of fiscal year 2017; $50,000,000 by the end of fiscal year 2022; and $150,000,000 by the end of fiscal year 2026. The total quantities of materials authorized for disposal pursuant to paragraph
(1)may not exceed the amounts as follows: 27 short tons of beryllium. 111,149 short tons of chromium, ferroalloy. 2,973 short tons of chromium metal. 8,380 troy ounces of platinum. 275,741 pounds of contained tungsten metal powder. 12,433,796 pounds of contained tungsten ores and concentrates. Using funds available in the National Defense Stockpile Transaction Fund, the National Defense Stockpile Manager may acquire the following materials determined to be strategic and critical materials required to meet the defense, industrial, and essential civilian needs of the United States: High modulus and high strength carbon fibers. Tantalum. Germanium. Tungsten rhenium metal. Boron carbide powder. Europium. Silicon carbide fiber. The National Defense Stockpile Manager may use up to $55,000,0000 in the National Defense Stockpile Transaction Fund for the acquisition of the materials specified paragraph (1). The authority under paragraph
(1)is available for purchases during fiscal year 2017 through fiscal year 2021.
