Sec. 1105. Direct hire authority for financial management experts in the Department of Defense workforce

Each Secretary concerned may appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree or equivalent experience, to positions specified in subsection
(c)for the Defense Agencies or the applicable military department without regard to the provisions of subchapter I of chapter 33 of title 5, United States Code. For purposes of this section, the Secretary concerned is as follows: The Secretary of Defense with respect to the Defense Agencies. The Secretary of a military department with respect to such military department. The positions specified in this subsection are the positions within the Department of Defense workforce as follows: Financial management positions. Accounting positions. Auditing positions. Actuarial positions. Cost estimation positions. Operational research positions. Authority under this section may not, in any calendar year and with respect to any Defense Agency or military department, be exercised with respect to a number of candidates greater than the number equal to 10 percent of the total number of the financial management, accounting, auditing, and actuarial positions within the financial management workforce of such Defense Agency or military department that are filled as of the close of the fiscal year last ending before the start of such calendar year. Any appointment under this section shall be treated as an appointment on a full-time equivalent basis, unless such appointment is made on a term or temporary basis. In this section, the term employee has the meaning given that term in section 2105 of title 5, United States Code. The authority to make appointments under this section shall not be available after December 31, 2022.
