Sec. 1095. Sense of Congress regarding the OCONUS basing of the KC–46A aircraft

Congress finds that the Department of Defense is continuing its process of permanently stationing the KC-46A aircraft at installations in the Continental United States (in this section referred to as CONUS ) and forward-basing outside the Continental United States (in this section referred to as OCONUS ). It is the sense of Congress that the Secretary of the Air Force, as part of the strategic basing process for the KC–46A aircraft, should continue to place emphasis on and consider the benefits derived from outside the continental United States (OCONUS) locations that— support day-to-day air refueling operations, combatant commander operations plans, and flexibility for contingency ops, and have— a strategic location that is essential to the defense of the United States and its interests; receivers for boom or probe-and-drogue training opportunities with joint and international partners; and sufficient airfield and airspace availability and capacity to meet requirements; and possess facilities that— take full advantage of existing infrastructure to provide— runway, hangars, and aircrew and maintenance operations; and sufficient fuels receipt, storage, and distribution for 5-day peacetime operating stock; and minimize overall construction and operational costs.
