Subsection
(a)of section 668 of title 10, United States Code, is amended— by striking paragraph (1), by striking matters related to and all that follows and inserting “matters related to— developing or achieving strategic objectives through the synchronization, coordination, and organization of integrated forces in operations conducted across domains such as land, sea, or air, in space, or in the information environment, including matters relating to— national military strategy; strategic planning and contingency planning; command and control, intelligence, fires, movement and maneuver, protection, or sustainment of operations under unified command; national security planning with other departments and agencies of the United States; or combined operations with military forces of allied nations; or acquisition matters conducted by members of the armed forces and covered by chapter 87 of this title involved in developing, testing, contracting, producing, or fielding of multi-service programs or systems; homeland security matters conducted in close coordination with Federal, State, or local agencies in support of natural disasters or emergencies; or other matters designated in regulations by the Secretary of Defense in consultation with the Chairman of the Joint Chiefs of Staff. ; and in paragraph (2)— in the matter preceding subparagraph (A)— by striking and inserting integrated military forces ; and integrated forces by striking the planning or execution (or both) of operations involving and inserting participants from ; and in subparagraph (B), by adding at the end the following new clause: State and local governments, when in support of natural disasters or emergencies, including planning activities relating thereto. .
