It is the sense of Congress that— decisions relating to the funding of the Department of Defense for fiscal year 2017 should prioritize the support and enhancement of the combat capabilities of the Department, in addition to seeking efficiency and efficacy; funds should be allocated among the programs of the Department in the manner that best serves the national security interests of the United States; and decisions relating to energy efficiency, energy use, and climate change should adhere to the principles described in paragraphs
(1)and (2).
