Not later than March 31, 2017, the Secretary of Defense shall submit to the congressional defense committees a report on potential alternative management structures for the F–35 joint strike fighter program. The report under subsection
(a)shall include the following: An analysis of potential alternative management structures for the F–35 joint strike fighter program, including— continuation of the joint program office for the program; the establishment of separate program offices for the program in the Department of the Air Force and the Department of the Navy; the establishment of separate program offices for each variant of the F–35A, F–35B, and F–35C; division of responsibilities for the program between a joint program office and the military departments; and such other alternative management structures as the Secretary determines to be appropriate. An evaluation of the benefits and drawbacks of each alternative management structure analyzed in the report with respect to— cost; alignment of responsibility and accountability; and the adequacy of representation from military departments and program partners. The report under subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
