Chapter 16 of title 10, United States Code, as added by section 1241(a)(3) of this Act, is amended by inserting after section 385, as added by section 1241(m) of this Act, a new section 386 consisting of— a heading as follows: ; and a text consisting of subsections
(a)through
(e)of section 1211 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 ( Public Law 113–291 ; 128 Stat. 3544). Subsection
(a)of section 386 of title 10, United States Code, as added by subsection
(a)of this section, is amended— by striking and all that follows through Biennial the Secretary of Defense and inserting ; Annual report required .—Not later than January 31 of each year beginning in 2018, the Secretary of Defense by striking congressional defense committees and inserting appropriate congressional committees ; by inserting under the authorities in subsection
(c)after Department of Defense ; by striking security assistance and inserting assistance ; by striking the two fiscal years and inserting the fiscal year ; and by striking under the authorities in subsection
(c)after submitted . Subsection
(b)of such section 386, as so added, is amended— in paragraph (1), by inserting , duration, after purpose ; in paragraph (2), by striking The cost and inserting The cost and expenditures ; by adding at the end the following: For each foreign country in which defense articles, defense services, supplies (including consumables), small-scale construction, or reimbursement were provided, a description of the extent of participation, if any, by the military forces and security forces or other government organizations of such foreign country. The number of members of the United States armed forces involved in providing such defense articles, defense services, supplies (including consumables), and small-scale construction, and, if applicable, a description of the military benefits for such members involved in providing such training, equipment, or assistance. A summary, by authority, of the activities carried out under each authority specified in subsection (c). . Subsection
(c)of such section 386, as so added, is amended— by striking paragraph
(1)and inserting the following new paragraph (1): Sections 311, 321, 331, 332, 333, 344, 348, 349, and 350 of this title. ; by striking paragraphs (4), (5), (7), (10), (11), and (12); by redesignating paragraphs (6), (8), (9), and
(13)through
(16)as paragraphs
(4)through (10), respectively; by inserting after paragraph (10), as redesignated by paragraph
(3)of this subsection, the following new paragraphs: Section 401 of this title, relating to humanitarian and civic assistance provided in conjunction with military operations. Section 1206 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 (128 Stat. 3538; 10 U.S.C. 2282 note), relating to authority to conduct human rights training of security forces and associated security ministries of foreign countries. ; by redesignating paragraph
(17)as paragraph (13); and by striking of title 10, United States Code each place it appears and inserting of this title . Subsection
(d)of such section 386, as so added, is amended— by striking If any information and inserting the following: Except as provided in paragraph (2), if any information ; and by adding at the end the following new paragraph: Paragraph
(1)does not apply with respect to information required under subsection
(a)that is required to be submitted as described in paragraphs
(1)and
(2)of subsection (b). . Subsection
(e)of such section 386, as so added, is amended by inserting that may also include other sensitive information after annex . Section 1211 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 is repealed.
