Section 103(8) of title 41, United States Code, is amended by striking to multiple State and local governments and inserting to State, local, or foreign governments . 2464 Nothing in this section or the amendment made by this section shall affect the meaning of the term commercial item under section (a)(5) of section 2464 of title 10, United States Code, or any requirement under subsection (a)(3) or subsection
(c)of such section.
