Section 2914(b) of title 10, United States Code, is amended by striking the period at the end of the first sentence and inserting the following: , and shall include in the notification the justification and current cost estimate for the project, the expected savings to investment ratio and simple payback estimates, and the project’s measurement and validation plan and costs. . The amendment made by paragraph
(1)shall apply with respect to notifications provided during fiscal year 2017 or any succeeding fiscal year. Section 2914 of such title is amended by adding at the end the following new subsection: Not later than 90 days after the end of each fiscal year (beginning with fiscal year 2017), the Secretary of Defense shall submit to the appropriate committees of Congress a report on the status of the projects carried out under this section (including completed projects), and shall include in the report with respect to each such project the following information: The title, location, and a brief description of the scope of work. The original cost estimate and expected savings to investment ratio and simple payback estimates, and the original measurement and validation plan and costs. The most recent cost estimate and expected savings to investment ratio and simple payback estimates, and the most recent version of the measurement and validation plan and costs. Such other information as the Secretary considers appropriate. .
