Not later than December 31, 2016, the Secretary of Defense shall submit to the congressional defense committees a report evaluating whether establishing an intra-departmental council in the Department of Defense on the use electromagnetic spectrum by the Department would improve coordination within the Department on— the use of such spectrum; the acquisition cycle with respect to such spectrum; training by the Armed Forces, including with respect to electronic and cyber warfare; and other purposes the Secretary considers useful.
