Sec. 1607. Limitation of availability of funds for the Joint Space Operations Center Mission System

Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2017 for increment 3 of the Joint Space Operations Center Mission System, not more than 25 percent may be obligated or expended until the date on which the Secretary of the Air Force, in coordination with the Commander of the United States Strategic Command, submits to the congressional defense committees a report on such increment, including— an acquisition strategy for such increment; the requirements of such increment; the funding and schedule for such increment; the strategy for use of commercially available capabilities, as appropriate, relating to such increment to rapidly address warfighter requirements, including the market research and evaluation of such commercial capabilities; and the relationship of such increment with the other related activities and investments of the Department of Defense.
