Sec. 1249. Strategy for United States defense interests in Africa

Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report that contains the strategy for United States defense interests in Africa. The report required by subsection
(a)shall address the following: United States national security interests in Africa, including an assessment of threats to global and regional United States national security interests emanating from the continent. United States defense objectives in Africa. Courses of action to accomplish United States defense objectives in Africa, including those conducted in cooperation with other Federal agencies. Measures to improve coordination between United States Africa Command and other combatant commands to achieve unity of effort to counter threats that cross combatant command boundaries. Department of Defense capabilities and resources required to achieve defense objectives in Africa, and the mitigation plan to address any gaps in such capabilities or resources that affect the implementation of the strategy required by subsection (a). Security cooperation initiatives to advance defense objectives in Africa. Any other matters the Secretary of Defense determines to be appropriate. The report required by subsection
(a)shall be submitted in unclassified form, but may contain a classified annex if necessary.
