No funding from the United States Government may be made available to support the United Nations Human Rights Council until after the Secretary certifies to the appropriate congressional committees that— participation in the United Nations Human Rights Council is in the national interest of the United States; and the United Nations Humans Rights Council is taking steps to remove Human rights situation in Palestine and other occupied Arab territories and any other specific item targeted at Israel as permanent items on the United Nations Human Rights Council’s agenda. The certification under subsection
(a)shall include— an explanation of the reasoning behind the certification; and the steps that have been taken to remove Human rights situation in Palestine and other occupied Arab territories and any other specific item targeted at Israel as permanent agenda items. Not later than 90 days after the date of the enactment of this Act, and annually thereafter, the Secretary shall submit a report to the appropriate congressional committees that describes— the resolutions that were considered in the United Nations Human Rights Council during the previous 12 months; and steps that have been taken during that 12-month period to remove Human rights situation in Palestine and other occupied Arab territories and any other specific item targeted at Israel as permanent agenda items for the United Nations Human Rights Council. The Secretary may waive the restrictions imposed under subsection (a), on an annual basis, if the Secretary— determines that such a waiver is in the foreign policy or national security interests of the United States; and submits a written explanation to the appropriate congressional committees of the reasoning behind such determination. The funding limitation under subsection
(a)shall terminate after the Secretary certifies pursuant to that subsection that Human rights situation in Palestine and other occupied Arab territories and any other specific item targeted at Israel have been removed as permanent items on the United Nations Human Rights Council’s agenda.
