Section 802 of the Veterans Access, Choice, and Accountability Act of 2014 ( Public Law 113–146 ; 38 U.S.C. 1701 note) is amended— in subsection (c)— in paragraph (1)— by striking Except as provided by paragraph (3), any and inserting Any ; and by striking by the Secretary of Veterans Affairs and all that follows through the period at the end and inserting “by the Secretary of Veterans Affairs— to carry out section 101, including, subject to paragraph (2), any administrative requirements of such section; and to furnish health care to individuals under chapter 17 of title 38, United States Code, at non-Department facilities, including pursuant to authority other than the authority under section 101. . by striking paragraph
(3)and inserting the following new paragraphs: Amounts made available to the Secretary under this subsection shall be used to supplement, not supplant, amounts made available to the Secretary in appropriations Acts for the purpose of furnishing health care at non-Department facilities. In this subsection, the term non-Department facilities has the meaning given that term in section 1701 of title 38, United States Code. ; and in subsection (d)(1), by striking only for the program and all that follows through the period at the end and inserting only for the purposes specified in subsection (c)(1). . This section is designated as an emergency requirement pursuant to section 4(g) of the Statutory Pay-As-You-Go Act of 2010 ( 2 U.S.C. 933(g) ). In the Senate, this section is designated as an emergency requirement pursuant to section 403(a) of S. Con. Res. 13 (111th Congress), the concurrent resolution on the budget for fiscal year 2010.
