Section 105 of the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 450j ) is amended— in subsection (b), in the first sentence, by striking pursuant to and all that follows through of this Act and inserting pursuant to sections 102 and 103 ; and by adding at the end the following: Except as otherwise provided by law (including section 202 of the Department of the Interior Tribal Self-Governance Act of 2015 ), the Secretary shall interpret all Federal laws (including regulations) and Executive orders in a manner that facilitates, to the maximum extent practicable— the inclusion in self-determination contracts and funding agreements of— applicable programs, services, functions, and activities (or portions thereof); and funds associated with those programs, services, functions, and activities; the implementation of self-determination contracts and funding agreements; and the achievement of tribal health objectives. .
