In this Act: The terms high school , local educational agency , secondary school , and State educational agency have the meanings given the terms in section 8101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ). The term accelerated learning model means a program that— is designed to help students in high school learn at a faster and more rigorous pace; and offers students the opportunity to earn postsecondary credits and, in some cases, obtain an occupational certificate or degree (including an associate degree), while such students are in high school.
The term adult education means services or instruction below the postsecondary level for individuals who— have attained 16 years of age; are not enrolled or required to be enrolled in high school under State law; and lack sufficient mastery of basic educational skills to function effectively in society; do not have a high school diploma, or the recognized equivalent of such diploma, and have not achieved an equivalent level of education; or are unable to speak, read, or write in the English language.
The term community college has the meaning given the term junior or community college in section 312(f) of the Higher Education Act of 1965 ( 20 U.S.C. 1058(f) ). The term dual enrollment program means an academic program through which a high school student is able to simultaneously earn credit toward a high school diploma and a postsecondary degree or certificate. The term enrollment status has the meaning given the term in section 690.2(c) of title 34, Code of Federal Regulations (as in effect on July 1, 2011).
The term Federal Pell Grant means a Federal Pell Grant awarded under section 401 of the Higher Education Act of 1965 ( 20 U.S.C. 1070a ). The term first generation college student has the meaning given the term in section 402A(h) of the Higher Education Act of 1965 ( 20 U.S.C. 1070a–11(h) ). The term institution of higher education has the meaning given the term in section 102 of the Higher Education Act of 1965 ( 20 U.S.C. 1002 ). The term low-income student means— with respect to a postsecondary student, a student who is eligible for a Federal Pell Grant; and with respect to a high school student, a student who is eligible for free or reduced price lunch under the Richard B.
Russell National School Lunch Act ( 42 U.S.C. 1751 et seq. ). The term net price has the meaning given the term in section 132(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1015a(a) ). The term open educational resource means an educational resource that— is in the public domain; or is made available under a permanent copyright license to the public to freely adapt, distribute, and otherwise use the work with attribution to the author as designated. The term open textbook means an open educational resource or set of open educational resources that— is a textbook for a course at an institution of higher education; or can be used in place of a textbook for a postsecondary course at an institution of higher education.
The term postsecondary credential means an associate degree, a baccalaureate degree, or a certificate provided by a community college or a postsecondary vocational institution. The term postsecondary vocational institution has the meaning given such term in section 102(c) of the Higher Education Act of 1965 ( 20 U.S.C. 1002(c) ). The term Secretary means the Secretary of Education. The term State has the meaning given the term in section 103 of the Higher Education Act of 1965 ( 20 U.S.C. 1003 ).
