Sec. 4001. Gulf Coast oyster bed recovery plan

In this section, the term Gulf States means each of the States of Alabama, Florida, Louisiana, Mississippi, and Texas. The Secretary, in coordination with the Gulf States, shall develop and implement a plan to assist in the recovery of oyster beds on the coast of Gulf States that were damaged by events including— Hurricane Katrina in 2005; the Deep Water Horizon oil spill in 2010; and floods in 2011 and 2016. The plan developed under subsection
(b)shall address the beneficial use of dredged material in providing substrate for oyster bed development. Not later than 18 months after the date of enactment of this Act, the Secretary shall submit to the Committee of Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives the plan developed under subsection (b). There is authorized to be appropriated to the Secretary to carry out this section $2,000,000, to remain available until expended.
