Section 1046(c) of the Water Resources Reform and Development Act of 2014 ( Public Law 113–121 ; 128 Stat. 1254) is amended by adding at the end the following: If the Secretary has documented the volume of surplus water available, not later than 60 days after the date on which the Secretary receives a request for a contract and easement, the Secretary shall issue a decision on the request. If the Secretary has not documented the volume of surplus water available, not later than 30 days after the date on which the Secretary receives a request for a contract and easement, the Secretary shall provide to the requester— an identification of any outstanding information that is needed to make a final decision; the date by which the information referred to in clause
(i)shall be obtained; and the date by which the Secretary will make a final decision on the request. .
