Section 213 of the Water Resources Development Act of 2000 ( 33 U.S.C. 2339 ) is amended by adding at the end the following: The Secretary shall encourage each district of the Corps of Engineers to enter into cooperative agreements authorized under this section with qualified youth service and conservation corps to perform appropriate projects. .
