Section 24408 of title 49, United States Code, is amended by— Striking the words or enhancing in subsection

(b)and inserting in its place the words enhancing, or supporting ; Striking subparagraph (c)(3)(C); Striking paragraph (d)(5); and Striking subsection

(e)and replacing with a new subsection

(e)that states Grants made under this section may not exceed 80 percent of the projected net operating costs. .
