In this title: The term appropriate committees of Congress means the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives . Except as otherwise specifically provided, the term Secretary means the Secretary of the department in which the Coast Guard is operating.
