Section 2811 of title 10, United States Code, is amended by adding at the end the following new subsection: Notwithstanding subsection (e), the Secretary concerned may carry out a repair project that converts a real property facility, system, or component to a new functional purpose without increasing its external dimensions. The maximum amount that the Secretary concerned may obligate in any fiscal year under this subsection is $60,000,000. The authority provided by this subsection expires on September 30, 2021. .
