Section 2(a) of the Act entitled An Act to provide that the unincorporated territories of Guam and the Virgin Islands shall each be represented in Congress by a Delegate to the House of Representatives approved April 10, 1972 ( 48 U.S.C. 1712(a) ), is amended— by striking majority in the second and third sentences and inserting plurality ; and by striking the fourth sentence.
