Section 9(gg) of the Small Business Act ( 15 U.S.C. 638(gg) ) is amended— in the subsection heading, by striking and inserting Pilot Program ; Commercialization development awards by striking paragraphs (2), (7), and (8); by redesignating paragraphs (3), (4), (5), and
(6)as paragraphs (2), (3), (4), and (5), respectively; by adding at the end the following: In this subsection— the term commercialization development program means a program established by a covered Federal agency under paragraph (1); and the term covered Federal agency — means a Federal agency participating in the SBIR program or the STTR program; and does not include the Department of Defense. ; and by striking pilot program each place it appears and inserting commercialization development program .
