The unobligated balance of funds made available to carry out section 510 of the Social Security Act ( 42 U.S.C. 710 ) (as in effect on the day before the date of enactment of this Act) for each of fiscal years 2016 and 2017 are hereby transferred and made available to the Secretary to carry out this Act. The amounts transferred and made available to carry out this Act shall remain available through fiscal year 2021. Effective on the day after the date of enactment of this Act, title V of the Social Security Act ( 42 U.S.C. 701 et seq. ) is amended by striking section 510.
