, That for grants under paragraphs
(1)through (4), applications for grants shall be made available to eligible applicants not later than 60 days after the date of enactment of this Act, that eligible applicants shall submit applications not later than 80 days after the grant announcement, and the Administrator of the Federal Emergency Management Agency shall act within 65 days after the receipt of an application: Provided , That notwithstanding section 2008(a)(11) of the Homeland Security Act of 2002 ( Provided further 6 U.S.C. 609(a)(11) ) or any other provision of law, a grantee may not use more than 5 percent of the amount of a grant made available under this heading for expenses directly related to administration of the grant: , That for grants under paragraphs
(1)and (2), the installation of communications towers is not considered construction of a building or other physical facility: Provided further , That grantees shall provide reports on their use of funds, as determined necessary by the Secretary of Homeland Security: Provided further , That notwithstanding section 509 of this Act, the Administrator of the Federal Emergency Management Agency may use the funds provided in paragraph
(5)to acquire real property for the purpose of establishing or appropriately extending the security buffer zones around Federal Emergency Management Agency training facilities. Provided further
