Section 521 of the Public Health Service Act ( 42 U.S.C. 290cc–21 ) is amended by striking each of the fiscal years 1991 through 1994 and inserting fiscal year 2017 and each subsequent fiscal year . Section 522 of the Public Health Service Act ( 42 U.S.C. 290cc–22 ) is amended— in subsection (a)(1)(B), by striking substance abuse and inserting a substance use disorder ; in subsection (b)(6), by striking substance abuse and inserting substance use disorder ; in subsection (c), by striking substance abuse and inserting a substance use disorder ; in subsection (e)— in paragraph (1), by striking substance abuse and inserting a substance use disorder ; and in paragraph (2), by striking substance abuse and inserting substance use disorder ; and in subsection (h), by striking substance abuse each place such term appears and inserting substance use disorder .
Section 527 of the Public Health Service Act ( 42 U.S.C. 290cc–27 ) is amended by striking substance abuse each place such term appears and inserting substance use disorder . Section 530 of the Public Health Service Act ( 42 U.S.C. 290cc–30 ) is amended by striking through the National Institute of Mental Health, the National Institute of Alcohol Abuse and Alcoholism, and the National Institute on Drug Abuse and inserting acting through the Administrator . Section 534(4) of the Public Health Service Act ( 42 U.S.C. 290cc–34(4) ) is amended to read as follows:
The term substance use disorder services has the meaning given the term substance abuse services in section 330(h)(5)(C). . Section 535(a) of the Public Health Service Act ( 42 U.S.C. 290cc–35(a) ) is amended by striking $75,000,000 for each of the fiscal years 2001 through 2003 and inserting such sums as may be necessary for each of fiscal years 2017 through 2021 . Not later than 1 year after the date of enactment of this Act, the Administrator of the Substance Abuse and Mental Health Services Administration (referred to in this section as the Administrator ) shall conduct a study concerning the formula used under section 524(a) of the Public Health Service Act ( 42 U.S.C. 290cc–24(a) ) for making allotments to States under section 521 of such Act ( 42 U.S.C. 290cc–21 ).
Such study shall include an evaluation of quality indicators of need for purposes of revising the formula for determining the amount of each allotment for the fiscal years following the submission of the study. The Administrator shall submit to the appropriate committees of Congress a report concerning the results of the study conducted under paragraph (1).
