Sec. 201. Grants to support syringe exchange programs

The Secretary of Health and Human Services may award grants to State, local, and tribal governments and community organizations to support syringe exchange programs. Grants under subsection
(a)may be used to support carrying out syringe exchange programs, including through— providing outreach, counseling, health education, case management, syringe disposal, and other services as determined appropriate by the Secretary of Health and Human Services; and providing technical assistance, including training and capacity building, to assist the development and implementation of syringe exchange programs. There is authorized to be appropriated $15,000,000 for each of fiscal years 2017 through 2021 to carry out this section, of which— at least 15 percent shall be for syringe exchange programs that have been in operation for less than 3 years; and 5 percent shall be for technical assistance under subsection (b)(2).
