The Secretary of the Interior, in consultation with the Secretary of Commerce and the Secretary of Natural Resources of the State of California, shall publish an annual report describing, with respect to the period covered by the report— instream flow releases from the Central Valley Project and State Water Project; the explicit purpose and authority of those releases; and all measured environmental benefits as a result of the releases.
