In articulating the determinations and demonstrations required under this title and title I, the Secretaries of the Interior and Commerce shall— fully satisfy the requirements of this title addressing both supporting and countervailing evidence using such quantity of written supporting detail as is reasonable within the timeframe permitted for timely decisionmaking in response to changing conditions in the Delta; and make the decision document available on a publicly accessible Internet website.
